Safe Harbor HoldCo was founded by Michelle and Timothy Sullivan to acquire and operate established businesses in the Mid-Atlantic region.
We are not a private equity firm. We are long-term operators committed to preserving what already works while strengthening the systems that support it.
Our goal is simple: provide founders with a professional, stable transition and lead their company responsibly into its next chapter.
Michelle D. Sullivan, Ph.D.
Technical & Strategy Lead
Michelle brings more than 25 years of experience in technical operations, quality systems, customer service, sales, strategic planning, and organizational modernization. A Ph.D. chemist by training, she has worked in environments where accuracy, documentation, process discipline, and professional standards are essential to the reputation and performance of the organization.
Her role is to help preserve what makes a business trusted and effective — its technical knowledge, service quality, operating standards, and institutional knowledge. Through transition and long-term ownership, she focuses on continuity, thoughtful modernization, and disciplined processes that support both employees and customers.
Timothy P. Sullivan
Operations & Compliance Lead
Timothy brings more than 24 years of executive leadership experience in complex, service-oriented organizations where compliance, operational consistency, vendor management, and financial discipline are central to performance. He has led teams, managed change, improved processes, and overseen the operating infrastructure needed to support reliable day-to-day execution.
His role is to ensure a stable and professional transition — maintaining clear accountability, financial oversight, customer service standards, and operating rhythm. Over the long term, he focuses on strengthening the systems, people, and processes that allow a well-established business to continue serving customers with consistency and care.
Our Vision for the Future
We chose the name Safe Harbor because we aim to be exactly that: a stable, reliable destination for a founder’s legacy. We don't believe in "fixing" what isn't broken. Instead, we use our backgrounds in Lean Six Sigma and modern digital transformation to remove administrative friction and modernize legacy workflows.
By applying the same rigor to human capital and data that we have applied to government infrastructure and healthcare portfolios, we ensure that the businesses we lead are not just profitable, but sustainable for the long term.
